Richard T. Jacobs

Jacobs is the Assistant Special Agent in-Charge of the Cyber Branch in the FBI's New York Office. The branch investigates national security and criminal cyber matters and responds to cyber incidents in the New York metropolitan area. In 2014, Mr. Jacobs helped establish the Financial Cyber Crimes Task Force, a multi-agency initiative targeting cyber crime and technology-based fraud schemes.Following graduation from the FBI Academy in 1999, Mr. Jacobs was assigned to New York where he investigated a variety of securities fraud matters. From 2002 to 2005 he played the role of a corrupt stock broker in a market manipulation undercover operation which resulted in the conviction of 49 individuals. In June 2010, he was selected to lead a Manhattan-based securities fraud unit which handled the Bernard L. Madoff and Galleon Group insider trading investigations. He was named Assistant Special Agent in-Charge in October 2014. Prior to joining the FBI, Mr. Jacobs was a Risk Manager on Wall Street.

Andrew Fyfe

As a Deputy Chief Inspector within the Economic Crime Directorate, DCI Andrew Fyfe has investigated a wide range of serious, complex & organised fraud cases affecting the banking and insurance industries. Whilst seconded to the Serious Fraud Office, he gained considerable experience working on some of the largest fraud cases in the UK, and conducted enquiries in several overseas jurisdictions. Prior to that, he was named Head of Crime in the National Fraud Intelligence Bureau, in charge of the crime review teams, cyber teams and pro-active disruption team. As such he has oversight of the full scale and nature of all fraud and cybercrimes reported to UK law enforcement via the Action Fraud reporting service. In 2008 he led the enquiry into the first "mini Madoff" investment scheme fraud reported to the City of London Police as a consequence of the credit crisis. Fyfe has also been credited with building the Lead Force Centre of Excellence for Fraud, devising and delivering a wide range of training, advice and guidance given to police forces, law enforcement agencies and the financial industry. In this role he helped the Force develop very strong relations with contacts in the financial community.

Prior to joining the Toronto Police Service, Bagnall spent 20 years working in the IT industry, primarily within financial services. During that time, he spent more than 12 years working in Bermuda as a senior network analyst for the Bank of Butterfield, then became an IT manager for Flag Telecom. From there, Bagnall was named senior vice president of IT for Capital G Bank (Now Clarien Bank) before returning to Canada in 2005. He has been a member of the Toronto Police Service since April 2006 and has worked in primary response, community response, criminal investigations and divisional fraud Investigations. In February 2015, Bagnall joined the computer cybercrime section of intelligence services, where he currently is a cybercrime investigator.

Luis Cerritos

A 22 year veteran of the Royal Canadian Mounted Police, Sgt. Luis Cerritos currently serves as the National Coordinator for the Integrated Market Enforcement Teams. Within this role, Cerritos is responsible for liaising and collaborating with key domestic and international stakeholders to strengthen the collective capacity to prevent, disrupt and investigate financial market misconduct and related criminality. Over the course of his career, Sgt.
