Lester Godsey is the Chief Information Security and Privacy Officer for Maricopa County, AZ, which is the fourth most populous county in the United States. With over 25 years of higher education and local government IT experience, Godsey has spoken at local, state, and national conferences on topics ranging from telecommunications to project management to cybersecurity and data. Godsey has taught at the collegiate level for over 12 years in the areas of technology, business, project management, and cybersecurity. The author of numerous trade journal and online magazine articles, he is CISM (Certified Information Security Manager) and PMP (Project Management Professional) certified. He holds a BA in music and a MS in technology, both from Arizona State University.

Juliana Vida

GVP, Chief Strategic Advisor, Public SectorSplunk, Inc

Juliana Vida is the Chief Technical Advisor – Public Sector at Splunk, Inc. In this technology evangelist role she provides guidance, direction and thought leadership around Splunk’s data platform capabilities. She brings over 30 years of experience as an accomplished leader and IT professional. Prior to leaving government for industry, she retired after 24 years as a dual-warfare qualified Surface Warfare Officer and decorated Naval Aviator. Her top military awards include the Air Medal and Meritorious Service Medal. Her final years in uniform culminated in senior leadership roles in the Navy’s CIO organization, where she ultimately served as the Navy’s Deputy CIO in the Pentagon. Juliana is a ’94 US Naval Academy grad, making her one of the first women to be legally permitted to serve in a combat role, which she did on two Navy warships and four squadrons as a helicopter pilot. She deployed five times, including Operations ENDURING FREEDOM and IRAQI FREEDOM. Prior to joining Splunk, Juliana was a Vice President in Gartner Executive Programs, leading a team of executive partners supporting federal government Chief Information Officers (CIO) and IT senior leaders. Both before Splunk and now, she continues several volunteer activities, including being a Board Director for AFCEA International and a member of the AFCEA International Cyber Committee, Special Advisor to the Washington Cyber Roundtable, a mentor for Women in Technology, and advisor to Naval Academy Alumni Association’s Greater Washington Chapter. In her free time she enjoys cooking, fitness, and doing crosswords and word puzzles of all kinds. She was also the winner on two major televised game shows – Wheel of Fortune and The Weakest Link.

Vikram Thakur is a Technical Director at Symantec, a Division of Broadcom. His team spends its time investigating, researching and compiling actionable intelligence from the multitude of cyber attacks happening every single day. In addition, Vikram liaises such research and findings with various global law enforcement agencies and industry partners, with the intention of bringing cyber criminals to justice and mitigating online risk for end users. He has held multiple roles over a decade with Symantec, all of which encompassed researching, analyzing and responding to online threats to better protect end users. He holds a Masters degree in Computer Science, which he earned from Florida State University.

Jim Weaver was appointed Director and State CIO for Washington Technology Solutions in December 2018. Jim has over 32 years of experience in the IT industry, having served in varying management and technical positions, most notably as the Commonwealth of PA's Chief Technology Officer, as well as Chief Technology Officer and Deputy Chief Information Officer for the commonwealth's Departments of Human Services, Aging and Insurance.

During his tenure, he had responsibility for planning, directing, and evaluating Commonwealth IT operations and was a key contributor for the IT shared services transformation effort to align technology staff and services into functional matrix-based teams. In his agency roles, Jim was responsible for planning, directing and evaluating the IT operations of the three agencies, which included mainframe and distributed systems platforms, data base design and application/software development, telecommunications, IT security and business intelligence.

Jim has proven expertise with successful large scale modernization efforts with an enterprise approach to technology and information security management - many of these efforts have been nationally recognized by NASCIO (2008, 2013, and 2014) and Computerworld Honors (2010 and 2013). Jim holds numerous ITIL certifications and earned his Certified Government Chief Information Officer qualification from Harrisburg University. Jim is also an active member of the armed forces serving in the Pennsylvania Army National Guard with over 33 years' experience in personnel information management systems.

Brandon Wales

Acting Director, Cybersecurity and Infrastructure Security Agency (CISA)

Wales was designated by President Trump as the Acting Director of the Cybersecurity and Infrastructure Security Agency (CISA), on November 17, 2020. As Acting Director, Mr. Wales oversees CISA’s efforts to defend civilian networks, manage systemic risk to national critical functions, and work with stakeholders to raise the security baseline of the Nation’s cyber and physical infrastructure. Prior to this, he was CISA's first Executive Director, serving as the senior career executive overseeing execution of the Director and Deputy Director’s vision for CISA operations and mission support. He was responsible for leading long-term strategy development, managing CISA-wide policy initiatives and ensuring effective operational collaboration across the Agency.

From August 2017 to December 2019, Mr. Wales served in multiple positions in the Department of Homeland Security (DHS) Secretary’s office. He started as Senior Counselor to the Secretary for Cyber and Resilience, where he served as the Secretary’s senior advisor on cybersecurity, emergency management, incident response and building a more resilient nation. In January 2019, he was asked to serve as Deputy Chief of Staff (Acting), developing and advancing the Department’s strategic priorities. In June 2019, Mr. Wales assumed the role of Chief of Staff (Acting), assisting the Secretary in overseeing the Department, ensuring close coordination across its operational components and managing interagency relationships.

Prior to the joining the Secretary’s office, Mr. Wales was the Director of the DHS Office of Cyber and Infrastructure Analysis (OCIA). OCIA provided integrated analysis of cyber and physical risks to the Nation’s critical infrastructure.

From 2009-2014, Mr. Wales was the Director of the Homeland Infrastructure Threat and Risk Analysis Center (HITRAC), an all-hazards analytic resource for public and private sector partners covering the full-array of risks facing the infrastructure community. As the Director of HITRAC, he also oversaw the Department’s advanced modeling, simulation, and analysis program, leading a team of researchers conducting ground-breaking and forward-leaning analysis of some of the Nation’s most complex infrastructure challenges.

During his time at the Department, Mr. Wales has been called upon to support a variety of Department-wide initiatives. When the Department began working on the first Quadrennial Homeland Security Review in 2009, Wales was asked to lead the review of the counterterrorism and cyber security mission areas. Following the release of Executive Order 13636, Improving Critical Infrastructure Cybersecurity, in February 2013, Mr. Wales led the effort to identify critical infrastructure at potential catastrophic risk from cybersecurity incidents.

James Langevin

Congressman, Rhode Island

Congressman Jim Langevin (RI-02) Congressman Jim Langevin (LAN'-jih-vin) is a senior member of the House Armed Services Committee, where he is the Chairman of the Cyber, Innovative Technologies, and Information Systems Subcommittee and also serves on the Subcommittees on Seapower and Projection Forces and Strategic Forces. He is also a senior member of the Committee on Homeland Security, where is serves on the Subcommittees on Intelligence & Counterterrorism and Cybersecurity, Infrastructure Protection, & Innovation. A national leader on securing our nation’s technology infrastructure against cyber threats, Langevin co-founded the Congressional Cybersecurity Caucus to increase awareness around the issue and serves as a member of the Cyberspace Solarium Commission. He has authored or co-authored dozens of pieces of cybersecurity legislation, including most recently the National Cyber Director Act. As co-chair of the bipartisan Congressional Career and Technical Education Caucus, Langevin advocates to improve and increase access to training that gives students and workers the skills that best fit the needs of expanding industries. He has successfully fought for strong CTE funding under the Carl D. Perkins Vocational and Technical Education Act and, in Rhode Island, has worked to foster employer-educator partnerships and career training programs across a variety of career fields. A voice for those facing serious challenges, Langevin championed passage of a bipartisan bill to expand services for families caring for their elderly and disabled loved ones. He is a strong advocate for inclusion and independence for people with disabilities and helped pass the ADA Amendments Act that strengthened the protections of the Americans with Disabilities Act. Langevin was inspired to enter public service by the tremendous outpouring of support he received during the most challenging time of his life, after a gun accident paralyzed him at age 16 and left him a quadriplegic. He is driven by a belief that everyone deserves a fair opportunity to make the most of their talents. After serving as secretary for the state’s Constitutional Convention in 1986, Langevin won election to the Rhode Island House of Representatives, and in 1994, became the nation’s youngest Secretary of State. His leadership resulted in reforms to Rhode Island’s outdated election system and a landmark report documenting widespread violations of the state’s Open Meetings Law. He served in that role until winning election to Congress in 2000.

Jason Lee is the Chief Information Security Officer at Zoom with 20 years of experience in technology, with a specialization in information security and operating mission critical services. He was recently the Senior Vice President of Security Operations at Salesforce where he was accountable for the global organization delivering critical end-to-end security operations to customers and employees including company wide network and system security, incident response, threat intel, data protection, vulnerability management, intrusion detection, identity and access management, and the offensive security team. Prior to Salesforce, he held the position of Principal Director of Security Engineering for the Windows and Devices division in Microsoft with the charter of protecting the online services of Windows Update, XBOX live, and the Microsoft online store. He was also the Senior Director of Developer Services where he was responsible for the design and management of the mission critical PKI for all products across Microsoft. This included cryptographic services in products such as Windows and SQL Server, and cloud services such as Azure and Office 365. Additionally, Jason was responsible for the codesigning and anti-malware services supporting Microsoft in that role.

Gary Sorrentino currently serves as Global Deputy CIO for Zoom Video Communications. A former Managing Director for J.P. Morgan Asset & Wealth Management, Gary was the Global Head of Client Cyber Awareness and Education. For over 12 years, Gary was the Chief Technology Officer for J.P. Morgan AWM's global technology infrastructure initiatives, where he managed its Data Privacy program and was responsible for Infrastructure, Application and End User Technology Production Support. In 2014, he assumed a new role as the lead for their Cybersecurity efforts and developed a firm wide "Protect the Client" Cyber program designed to raise cybersecurity awareness among employees and clients. Morgan in 2005, Gary was Head of Global Infrastructure and Head of Technology Efficiencies at Citi Private Bank, where he was responsible for Global Infrastructure Support and strategic technology initiatives. Jessie K Liu

Partner, Government Enforcement and White Collar Crime; Litigation, Skadden, Arps, Slate, Meagher & Flom LLP and Affiliates

Ms. Liu has significant experience in issues involving economic sanctions, export control, national security, anti-money laundering, the Bank Secrecy Act, financial regulatory matters, government procurement fraud and public corruption, including involving the Foreign Corrupt Practices Act. From 2017-20, Ms. Liu served as the Senate-confirmed U.S. attorney for the District of Columbia, leading the nation’s largest U.S. attorney’s office. In this role, she oversaw matters of national and international significance involving corruption, fraud and national security. In particular, she obtained resolutions with several international banks for violating U.S. economic sanctions; an international aerospace company on a nearly $4 billion settlement for violations of the Foreign Corrupt Practices Act and U.S. export control laws and regulations; and numerous federal contractors and grantees, including former professional cyclist Lance Armstrong, for violations of the False Claims Act. She also created a Threat Finance Unit focused on deterring, disrupting and prosecuting the use of illicit financial flows supporting criminal activity and terrorism. From 2019-20, she also served as chair of the Attorney General’s Advisory Committee, a small group of U.S. attorneys who advise the attorney general and deputy attorney general on issues affecting the U.S. attorney’s offices, after having previously served as a member of the committee from 2017-19. Prior to joining the U.S. attorney’s office, Ms. Liu was deputy general counsel for the U.S. Department of Treasury. In this role, she provided legal and policy advice to the secretary of the treasury and other senior department officials, with a focus on national security, law enforcement and international issues, such as economic and trade sanctions, anti-money laundering efforts, and national security reviews of foreign acquisitions of U.S. businesses by the Committee on Foreign Investment in the United States. Between 2006-09, Ms. Liu served in various roles within the U.S. Department of Justice, including as deputy assistant attorney general in the Civil Rights Division, counsel to the deputy attorney general for national security issues and deputy chief of staff for the National Security Division. From 2002-06, she was an assistant U.S. attorney in the U.S. Attorney’s Office for District of Columbia. During her career, Ms. Liu was a partner at two international law firms, handling government investigations and civil litigation. Ms. Liu has been recognized as a top 25 lateral hire of 2020 by The American Lawyer and as a White Collar Trailblazer by The National Law Journal. In addition, she has been featured in Global Investigations Review’s Top 100 Women in Investigations and named to Chambers USA.

Ari Redbord

Head of Legal and Government Affairs at TRM Labs

Ari Redbord is the Head of Legal and Government Affairs at TRM Labs, the blockchain intelligence company. Prior to joining TRM, Ari was the Senior Advisor to the Deputy Secretary and the Undersecretary for Terrorism and Financial Intelligence at the United States Treasury. In that position, Ari worked with teams from the Office of Foreign Assets Control (OFAC), the Financial Crimes Enforcement Network (FinCEN), and other Treasury components to use sanctions and other regulatory tools effectively to safeguard the financial system from illicit use by terrorist financiers, weapons of mass destruction proliferators, drug kingpins, and other rogue actors, including Iran, Syria, North Korea and Venezuela. In addition, Ari worked closely with regulators, the Hill and the interagency on issues related to the Bank Secrecy Act, cryptocurrency, and anti-money laundering strategies. Prior to Treasury, Ari was an Assistant United States Attorney for the District of Columbia for eleven years where he investigated and prosecuted terrorism, espionage, threat finance, cryptocurrency, export control, child exploitation and human trafficking cases.

Elvis Chan

Supervisory Special Agent, San Francisco Division, FBI

Chan manages a squad responsible for investigating national security cyber matters. He is a decorated agent who is recognized within the Intelligence Community as a cyberterrorism expert. SSA Chan was the lead agent on significant cyber investigations and managed joint counterterrorism operations with domestic and foreign law enforcement agencies. Prior to joining the Bureau, SSA Chan was a process development engineer in the semiconductor industry for 12 years. He holds two U.S. patents, presented at many technical and law enforcement symposiums, and published multiple articles in technical journals. SSA Chan graduated from the University of Washington with degrees in chemical engineering and chemistry.
